*Facilitate project pitch meetings with ARPA-H stakeholders to gain valuable agency feedback.
*Prepare White Paper, Solution Summary, or Full Proposal applications for the potential project.
- Develop SOW strategy including teaming partners and subcontractors
- Draft Technical Proposal according to solicitation requirements
- Develop budgets and Cost Proposals to establish basis of estimates and to maximize funding
*Negotiate final funding award (e.g., FAR Contract, Cooperative Agreement, or Other Transaction):
- Optimize contract CLIN (Base/Option) structure
- Defend cost proposal/budget estimates for maximum funding
- Secure most favorable terms & conditions to minimize post-award compliance obligations and administrative burdens
*Post-award project management:
- Project coordination
- Bi-Weekly/Monthly status meetings with ARPA-H (e.g., agendas, slide decks, meeting minutes, and follow-up action tracking)
- Monthly technical reports
- Subcontract management
- Prepare and maintain contract deliverables (e.g., Integrated Master Schedule (IMS), Risk Register, Security Plan, Quality Management Plan, Data Management Plan, Supply Chain Resiliency Plan, IP/Patent Reporting, , etc.)
*Post-award compliance, contract administration, and financial management:
- Government contract compliance (e.g., FAR, 2 CFR 200, CAS, NIST cybersecurity, EAR/ITAR, etc.)
- Financial management, accounting, and reporting
- Budget monitoring and forecasting
- Timekeeping and labor costing
- Government compliant accounting system
- Contract Officer Authorizations for approval of subcontractors
- Subcontract flowdown requirements
- Government audits
- Annual Indirect Rate Submissions
- Monthly invoicing packages
- Earned Value Management (EVM) reporting
